David D. Haynes, Jr. (“Beau”) is an AV Preeminent® attorney with Kathleen L. DeBruhl & Associates, L.L.C., a healthcare law firm in New Orleans, Louisiana. Mr. Haynes’ practice focuses on the representation of healthcare providers, primarily physicians, addressing legal and regulatory issues that affect their professional lives. Generally, he represents healthcare providers in multiple areas, including, but not limited to, corporate issues; mergers and acquisitions; general healthcare law; compensation arrangements; tax-exempt entities; recruitment and employment contracts; management agreements; development of ancillary revenue projects; private securities offerings; peer review proceedings; and Medicare and Medicaid certification audits and appeals.

Mr. Haynes has specific experience in providing strategic and regulatory guidance regarding the merger or acquisition of physician practice groups and other healthcare-related projects or ventures including guidance regarding the Stark Law and Federal Anti-Kickback Statute. Mr. Haynes has provided counsel to clients in the development and organization of physician practices, physician specialty hospitals, diagnostic imaging centers, ambulatory surgery centers, medical office buildings, and diagnostic sleep centers, including the use of private securities offerings as a means of capital formation for such projects.

A sample of Mr. Haynes’ representative projects includes the following: provided counsel in a merger involving an academic medical center, a medical school and a physician faculty practice group located in Chicago, Illinois; represented seller in the majority purchase of a local ambulatory surgery center by a development/management company; and provided guidance in the development of a medical office building that was subsequently sold to physicians as condominium units.

Mr. Haynes has presented to multiple audiences about healthcare law and was selected as a national speaker at the 2010 American Health Lawyers Association (“AHLA”) Physicians and Physicians’ Organizations Institute in Miami, Florida. In addition, Mr. Haynes was selected to participate in the AHLA’s leadership development program for 2013 and 2014. He also serves as an adjunct professor for health law at Loyola University New Orleans College of Law. After spending two years as in-house counsel for Ochsner Health System, Mr. Haynes returned to the law firm in 2012.
